Métadonnée "objet" : In light of the Project description above, the Consultant shall carry out the assignment with a view to achieving the following objectives: 1. Due Diligence for Project Appraisal Provide the Beneficiary and AFD with all information, analyses, and documentation necessary to support the potential approval of the Project, in accordance with national validation procedures and AFD’s internal appraisal and financing processes. This includes a comprehensive assessment of the Project’s technical, financial, economic, institutional, environmental, social, gender and climate-related dimensions. 2. Critical Review and Structuring Support Conduct a critical analysis of the Project against the above criteria, and propose relevant, feasible, and cost-effective alternatives or adjustments aimed at enhancing the Project’s viability, performance, and alignment with best international practices. 3. Definition of Technical Assistance Activities (Component 3) Identify and propose a set of strategic and operational activities to be implemented during the execution phase (Component 3), with the objective of strengthening the Project’s long-term development impact, particularly in terms of institutional capacity-building, service sustainability, and climate co-benefits. 4. Preparation for Implementation Deliver key pre-implementation outputs, including a detailed financing plan, a procurement plan consistent with AFD’s guidelines and national regulations, and a bidding package for the initial set of works, in order to ensure readiness for implementation upon financing approval. À la lumière de la description du Projet ci-dessus, le Consultant doit effectuer la mission en vue d’atteindre les objectifs suivants : 1. Diligence raisonnable pour l’évaluation du projet Fournir au Bénéficiaire et à l’AFD toutes les informations, analyses et documentations nécessaires pour soutenir l’éventuelle approbation du Projet, conformément aux procédures nationales de validation et aux processus internes d’instruction et de financement de l’AFD. Cela inclut une évaluation complète des dimensions techniques, financières, économiques, institutionnelles, environnementales, sociales, de genre et climatiques du projet. 2. Examen critique et soutien structurant Procéder à une analyse critique du projet par rapport aux critères ci-dessus et proposer des solutions de rechange ou des ajustements pertinents, réalisables et rentables visant à améliorer la viabilité, le rendement et l’harmonisation du projet avec les meilleures pratiques internationales. 3. Définition des activités d’assistance technique (volet 3) Identifier et proposer un ensemble d’activités stratégiques et opérationnelles à mettre en œuvre au cours de la phase d’exécution (Composante 3), dans le but de renforcer l’impact du Projet sur le développement à long terme, notamment en termes de renforcement des capacités institutionnelles, de durabilité des services, et les co-bénéfices climatiques. 4. Préparation à la mise en œuvre Fournir des résultats clés avant la mise en œuvre, y compris un plan de financement détaillé, un plan d’approvisionnement conforme aux directives et réglementations nationales de l’AFD, ainsi qu’un dossier d’appel d’offres pour l’ensemble initial de travaux, afin de garantir la préparation à la mise en œuvre dès l’approbation du financement.
